It is officially confirmed that you can play Kamen Rider 1's civilian alter ego, Takeshi Hongo in the Kamen Rider Battride War Genesis game for the PS3, PS4 & PS Vita.

As seen in the gameplay footage above, you can fight enemy foot soldiers without transforming into Kamen Rider 1 just like in the original TV series. But that's not all, first print copies of the game will include a download code for an alternate Takeshi Hongo costume, which features him wearing the Shocker combatant uniform.
Also included in the first print copies of the game is the Shocker Base Infiltration Mission. The game is set for a February 25, 2016 release.
