Based on what's going with this episode and the stuff that happened in the previous episode, it has something to do with creating giant eye symbols around town. We don't know what's the real purpose of it but if I'll just base on the stuff that happened in the previous episodes, the Ganma are trying to make a giant Ganma hole. This episode later stated that the school will serve as the center of it, which means that it is for something bigger than what we have seen in the previous episodes. Those giant eyes we saw in those episodes are just tests. As for how the heroic Eyecons fit into it, I still haven't figured that one out.
What's great about this scene is that Specter feels like he is telling Ghost that this form is more powerful under his hands. He showing its power by defeating Ghost Edison Damashii is just the start. The real clincher is Specter grabbing the Edison Ghost Eyecon away from Takeru's hands. The scene shows us that Specter is someone we should not mess with. To add salt to injury, he insults Takeru for being soft and naive in battle. Hopefully this sticks because this guy makes one heck of a lasting impression.
This is when I am starting to wonder what he is true allegiance. I mean after this scene, bad guy with bad hair is fine with him destroying his subordinate because he already did his job. If there is one thing this scene made clear is that Specter only sides to those who don't stand in his way. So yeah, we get to see Specter's transformation sequence which is similar to Takeru's. I have nothing much to say about it except Specter's jingle sounds a little cooler.
Since the Newton Ghost Eyecon is at the ground before Specter arrived to steal the episode, Specter wants it. But Ghost will not end this episode losing two Ghost Eyecons in a single day! Of course, he fights for it and succeeds in retrieving the stolen Newton Ghost Eyecon. The episode ends and Takeru talks to his dad and it seems that Specter made a promise to someone that made him decide to become a Rider. Who is this person and what drives him to collect heroic Ghost Eyecons?
