I love the plan in this episode, aside that this is a cheap and easy way to gather soldiers for a militia without doing a lot of screening, the fact that Professor Kuromatsu is the one responsible for the accident and the one who will patch them up is really brilliant. Since Kuromatsu healed these victims, they own their lives to him and will do anything just to repay their debt to the man who saved their lives.
Inside the ambulance, Kotaro was briefed about joining a militia, which he agreed to join for obvious reasons. Ah yes, one of the basic skills of being a Kamen Rider, the ability to fool your enemies. Fast forward a bit and we see Kotaro and the other victims train to be part of the militia, which accordingly, has a lot of benefits. The training scene looks really harsh but even that's the case, these men continue on training without rest. Now I understand what Professor Kuromatsu did to these men, he slightly modified their bodies so that they can last long in battle.
Professor Kuromatsu arrives just to tell them that he is the one who patched them up and that they should continue their training just for them to repay the kindness that he offered. But thanks to Kotaro, his plan was slightly changed by ordering them to kill Kotaro. This is when we saw the flaw in Kuromatsu's plan, if there is one thing that he forgot to do when he slightly modified their bodies is that he forgot to brainwash them into killing machines who swore loyalty to Professor Kuromatsu and to some extent, to Gorgom. Because of this slight flaw and Kotaro telling them the truth, these men didn't kill Kotaro at the end.
